At Windsor House, we provide a safe and caring home for children aged between 16 and 18 years who may have experienced social, emotional and mental health challenges.

Executive Summary

Youth Empowe Supported Accommodation Ltd(YESA) proposes to provide ring fenced supported accommodation provisions. The provision is for young people who are care leavers and who have emotional, social and behavioural difficulties. The provision will be focussed on young people from the ages of 16-18, from a variety of backgrounds and cultures. We will ensure that each young person receives the highest levels of support, essential to achieve positive outcomes and excel further in their desired field of further education, training or employment.

We believe every child has the right to the best possible support in comfortable, friendly, stimulating and supportive environments by staff who show dignity and respect to young people at all times. YESA Ltd will strive to become recognised as a passionate, successful provider delivering positive outcomes.


The experience, skills and knowledge of the senior management team will take a proactive role in setting high standards from the beginning. Senior management will implement constant improvements in the quality of services provided. Senior members of staff will train and develop staff members and produce outstanding results for young people in our provision.

Objectives and Aims

YESA Ltd’s objective is to develop and support a multi skilled, motivated and diverse workforce with an on-going training programme. We aim to promote team development and effective team working, and set and review targets and objectives for the staff team. We aim to be a vibrant place to work, commend staff contribution, recognise their achievements. We will operate a non discriminatory policy throughout the homes irrespective of gender, race, sexual orientation, cultural background or religion.


Our aim is to provide support to a standard of excellence which embraces and surpasses, fundamental principles of good support practice, and this is to be portrayed and evaluated through performance, conduct, and control of quality in our homes. We aim to have a full flow of information throughout the team, and to develop effective communication strategies and systems which will assist staff in the operation of their duties.


We aim to empower young people who may have suffered different forms of abuse, neglect and exclusion. We aim to help them regain self confidence and self worth, and to give them positive memories, fun and enjoyable experiences whilst at Windsor House. Team members will provide young people with support and guidance in developing positive relationships with adults and other young people, 


YESA Ltd aims to have effective administration and information systems in place, which are vital for the service to function efficiently. Critical information to be reviewed regularly in order to have all aspects of YESA Ltd to ensure sustainability, will include Safer recruitment, Policies and procedures, maintenance requirements, utility bills, Health and Safety compliance, occupancy levels, fees owed, cash flow forecasts and budgets. A regular review of financial strategies will be in place to ensure the ongoing availability of resources for Windsor House.


YESA Ltd aims to have all records, Statement of Purpose and Policies and Procedures in place to ensure the successful and safe management of the home, and the quality of support given to young people.   

Location and Facilities

We ensure that all Health and Safety Regulations are complied with in accordance with company’s policies, procedures and practices and reviewed regularly.


Windsor House is an end of terrace 3 bedroom 3 bathroom house, with quality fixtures, fittings and furniture. It has spaces that support, nurture and allow privacy as well as common spaces, and spaces to be active. The home is situated in an area which is diverse and multi cultural. The home has a park nearby, a football pitch and a range of educational and recreational facilities nearby including libraries, sports centres, colleges and schools. Locally there are religious and cultural centres including temples, churches and mosques. Entertainment facilities including cinemas, museums and theatres, local football, netball and cricket teams are also within the vicinity.
The ground floor has a lounge and dining area, staff office/ sleep in and a large kitchen. The first floor has 3 bedrooms, and 2 bathrooms. Windsor House will accommodate 3 young people. Whilst residing at Windsor House young people will be encouraged to exercise their rights fully, and will be encouraged to personalise their bedroom to suit their individual tastes and wishes.


Support Team

YESA Ltd emphasises that each child in our supported accommodation provision should be cared for, happy, healthy and kept safe from harm. Young people should be advised on how to keep themselves safe and be supported to reach their full potential.


YESA Ltd acknowledges that team members will have a vital role in the consistent smooth functioning of the home. We have an induction programme into Supported Accommodation provisions which will include policies and procedures, roles and responsibilities, completing qualifications, in house training and online training courses.


YESA Ltd will employ a team of skilled, committed, and experienced professionals, with a persistent drive to find and deliver flexible solutions that exceed the needs of our clients and young people .
The team will foster positive relationships, encouraging strong bonds between young people and staff in the home, jointly undertaking activities, shared daily life, domestic and non-domestic routines. Consistent, safe and established boundaries of acceptable behaviour will be in place, enabling them to make positive, life improving decisions about their future.


The support team values and encourages each child as an individual with talents, strengths and capabilities that can develop over time. Young people will be supported to be healthy and to make the right choices concerning their health. Advice on issues relating to drugs, sexual health and alcohol will be available with access to a GP and counselling support. The team will be attentive to young people ’s needs, supporting emotional, mental and physical health needs.


We will also work alongside a wider network of professionals for each child, and with young people ’s families and communities of origin, to sustain links and understand past problems. 


The initial team employed are dedicated, experienced, qualified and retain a variety of skills that are required to successfully oversee daily operations and tasks. YESA Ltd will employ staff in sufficient numbers. Windsor House will operate with a Service Manager, 1 Team Leader/Seniors, and adequate support workers. The home will also have experienced and qualified team members as bank staff, who will be utilised when required. The support team will be operational 24 hours a day, 7 days a week on a rota based shift system.
